From Command Team to Business Partners

Shane and Justin first worked together in early 2014 while both assigned to the United States Army Survival, Evasion, Resistance, Escape (S.E.R.E.) School. As the program’s 1SG, Shane was the senior enlisted advisor to the command and responsible for quality control and cadre development. After a year as the program’s Executive Officer, Justin was given the unprecedented opportunity to command S.E.R.E. as an O3/Captain. For context, all of the six other service S.E.R.E.-C schools are led by an O4 or O5. The ability for Justin and Shane to work together while balancing the roles of military leaders and S.E.R.E. Subject Matter Experts was instrumental in that decision. During their assignment, Shane and Justin helped co-author and implement the first ever Department of the Army Instructor Certification Plan (ICP), which later became know as the Staff & Faculty Plan. The ICP formalized and standardized the extensive process military and contract instructors undergo before they can deliver S.E.R.E. training to students. In addition, the two oversaw the S.E.R.E. Program of Instruction (i.e. syllabus) accreditation process which certified the curriculum to highest Department of the Army level. They also administered a robust In-Service Training Program (also known as a Continuing Education program) focused on keeping themselves and the school’s instructor staff at the forefront of S.E.R.E. tactics, techniques, and procedures (TTP), and helped address rapidly changing or emerging threats facing isolated personnel worldwide.

Their work with both direct point-of-sale instruction to students and as the two senior organizational leaders of one of the highest risk schools in the military, coupled with decades of real-world operational experience in a wide variety of combat and training roles make the Modern Warrior Project uniquely suited to design and deliver the world-class curriculum you can bet your life on.

Shane Blevins

First Sergeant Retired Blevins was raised in Dallas, Texas. He enlisted in the United States Army in August 1995 as an OH-58 Kiowa Aircraft Repairer. Initially assigned to the 4/2 Air Cavalry Regiment at Fort Bragg, North Carolina, his first deployment was a 14-month rotation to Bosnia-Herzegovina. Following this, he volunteered for and successfully assessed into the 160th Special Operations Aviation Regiment (Airborne). Shane graduated from Green Platoon in July 1999 to begin his service to the Regiment as a Night Stalker.

 

1SG(R) Blevins served in a variety of positions within the 160th SOAR(A). He began as an AH-6 Little Bird Maintenance Team Member in F Company, 1st Battalion. He then served as a Crew Chief, Section Sergeant, Standardization Instructor, and Platoon Sergeant in B Company, 1st Battalion. His final assignment within the Regiment was as the 1SG for C Company.

 

After leaving Special Operations, he assumed the role of 1SG at the US Army Survival Evasion Resistance Escape (S.E.R.E.) School at Fort Rucker, Alabama. As the senior enlisted advisor, Shane was instrumental in the execution and accreditation of one of the DoD’s highest risk national-level Programs of Instruction which prepares service members and select personnel to fulfill their obligations under the Code of Conduct should they become isolated or held captive. The Army’s Level-C course is the longest in DoD and employs extensive Scenario Based Training to address the full spectrum of captivity – Peacetime Governmental Detention, Hostage Detention, and Prisoner of War.

 

In 2014, Shane founded Omega Group Consultants, LLC (OGC, LLC). OGC, LLC is a Service-Disabled Veteran-Owned Small Business (SDVOSB) that provides training and exercise development and support to DoD, federal, state, and local agencies as well as corporate entities and private citizens.

 

As a 20-year Army Special Operations veteran with numerous deployments and extensive S.E.R.E. and Personnel Recovery expertise, he is a respected leader and trainer with extensive experience in planning and executing high risk, low visibility evolutions in volatile and austere areas across the globe. He is married to Jennifer Blevins of Beaumont, Texas and is the father of five.

Justin Moore

Justin Moore has been the Director of Training for the Modern Warrior Project since 2018. He is an active duty military officer and combat veteran with operational and training development experience in Military Intelligence, Fixed and Rotary Wing Aviation, Personnel Recovery, Search & Rescue, Counter Illicit Trafficking, Disaster Relief, and civil Law Enforcement.

 

As an Army officer, he commanded in multiple communities both stateside and while deployed and was hand-picked to lead the high-risk Survival, Evasion, Resistance, Escape (S.E.R.E.) Level C School. During his time as the S.E.R.E. School Commander, he oversaw the first ever Department of the Army level program accreditation. This validation was the culmination of an eight-year effort and gave Justin invaluable insight into the design, delivery, and quality control of the nationally vital Scenario Based Training (SBT) provided to U.S. servicemembers considered to be highly exploitable. Justin also led the Downed Aircraft Recovery Team (DART) for all of RC-W in Afghanistan which was responsible for the tactical retrieval of coalition aircraft and personnel brought down in enemy occupied territory.

 

During his transition from the U.S. Army to the U.S. Coast Guard he was hired as a civilian Reserve Police Officer where he served as a patrolman and an Alabama POSTC certified SWAT team member. Since joining the Coast Guard, Justin has supported two national level hurricane relief efforts and an on-going Joint Interagency Taskforce – South (JIATF-S) counter trafficking mission in South and Central America.

 

He is a qualified C-12, RC-12, UH-60, OH-58, and HC-144 pilot with a background in SIGINT/ELINT/COMINT collection, air assault, maritime law enforcement, and search and rescue.
